Bishop WJ Neal
On April 22, 1998, in Charlotte, NC at Morning Star Baptist Church I received my calling into the ministry. It was a spring reveal and Dr. Walter Gwen was preaching a message from God directly toward me reminding me I had promise God that if He would give me my wife that I would preach His word and would not turn back.
On August 16, 1998, I accepted my calling and later received my Certificate of License, to The Gospel of Ministry from Morning Star Baptist Church Charlotte, NC. I then became Associate Minister under the leadership of Senior Pastor Tobias Wall.

Bishop Wendall Neal Listing to the voice of God moved to Jacksonville FL in June of 1999, along with his newly wed wife Rev. Ruby Neal, where they joined First Baptist Church, Jacksonville Beach, FL under the leadership of Dr Marvin McQueen and became Associate Minister there. On September 19, 1999 Bishop Neal received Ordination Certification; from First Baptist of Jacksonville Beach Fl. and Morning Star Baptist Church Charlotte, NC.

On December 4th, 1999, Bishop Neal heard the voice of God to open a home ministry, where Christ Missionary Outreach Ministries was founded along with his wife Ruby Neal and their two children Tim and Brittney.
Later, he began his study with Lee University, then on June 30, 2011, received Ordained Minister Certification, from Church of God Cleveland, TN. As he continued in his studies received Ordained Bishop Certification, June 30, 2015, from Church of God in Cleveland TN

Bishop Neal is a native of Charlotte NC; has been married for 23 years to Elect Lady Ruby Neal and serving in the Ministry as a vessel of honor unto the Lord. He believes that the success of ministry is to Exalt the Savior; Equip the Saints and Evangelize to Sinners. The tools for this ministry are primarily the Word of God and Prayer. The goal of our ministry is to Inspire God’s people to their called and ordained purpose while reaching the lost to “go and be” rather than “come and see.”
Elect Lady Ruby Neal
This dynamic Women of God is a native of Charlotte, North Carolina. Called to the ministry of preaching in 2004, Elect Lady Neal was licensed and ordained to preach the gospel February 15, 2004, at Christ Missionary Outreach Ministries under the pastorate of her husband Bishop, Pastor Wendall Neal.

Studying to show herself approved as a workable vessel unto the Lord, Rev. Ruby Neal obtained her Bachelor of Science Degree from Lee University in Cleveland TN. She also obtained a Business Administrations degree with Strayer University, where she graduated with honors.
​
She currently serves alongside her husband in ministry as overseer of the Women Ministry, Prayer Team, Youth Ministry and Praise and Worship Team. Married for 23 years to Bishop WJ Neal, they have shared and enjoyed life and ministry with their two children Tim and Brittney along with their grandchildren. She is deeply committed to the work of the Lord. A Humble Woman of God, serving with the heart of a servant leader.

Elect Lady Neal loves evangelizing to the lost; her motto is “Loving God, Loving Life and Loving Others.” She stands firm on the word of God and believes in Romans 8:28 “For we know that all things work together for the good to them that love God; to them who are called according to his purpose.”
